| Abstract Scope |
Using normative analysis, this study examines China's steel industry as a case of transitioning from incentive-based governance under the Opinions on Promoting the Implementation of Ultra-Low Emission in the Iron and Steel Industry (2019) to mandatory control under the Work Plan for Stabilizing Growth in the Steel Industry (2025-2026), which required 80% capacity retrofits by end-2025-a target since achieved. By October 2025, 219 firms had completed or partially completed retrofits, including 165 full-process upgrades covering 663 million t, investment exceeding 310 billion yuan. Yet after the Implementation Plan for Promoting Equipment Renewals in Industrial Fields (2024), only 18 provincial governments issued detailed standards; weak fugitive-emission regulation and incomplete process standards under the industry-wide Technical Specification for Pollutant Discharge Permits-Iron and Steel Industry (HJ 846-2017) persist. Reform should extend regional policies, complete process standards, and strengthen standard-permit integration, converting parameters into justiciable duties for green transformation and dual-carbon progress. |
